Electric scooter, some answers

Bicycles, scooters or pedestrians? FERSI (Forum of European Road Safety Institutes), the main non-profit organisation and interlocutor for governments, published a report in September 2020 comparing the situation in 18 European countries regarding the spread and regulations concerning electric scooters. In most cases (including Italy), scooters are equated with electric bicycles; the speed limit is set at 20 km/h in Italy and several other states, but can also reach 25 km/h. Is it right to see them whizzing along cycle paths? Yes, if available, cycle paths are the right place; in Italy, scooters can use the road lane, provided it is in an area with a 30 km/h speed limit. Licence plates are only required in Germany, no insurance (except in Germany and France), helmets are only mandatory for youngsters in four countries, not in Italy. Age limits for scooter use are in place in about half of the states; in Italy, the limit is 18 years, or younger if in possession of a moped licence. Accident statistics are not yet available, but the rule always applies: caution and attention!
