New road safety rules are on their way: on September 18th, the bill to amend the Highway Code was approved by the Council of Ministers and can now begin its parliamentary process. New drivers, alcohol and drugs, e-scooters, and mobile phone use are some of the topics subject to change.
Smartphone Use
Among the most anticipated changes, perhaps, is the tightening of penalties related to smartphone use while driving. For those caught using a mobile phone while behind the wheel, the administrative penalty becomes much heavier. From 422 to 1697 euros + license suspension for a minimum of 15 days for the first offense. From 644 to 2,558 euros + license suspension for a minimum of 1 month in case of repeat offense. If an accident is caused, the days of suspension are doubled.
Alcohol and Drugs
Zero tolerance for those driving under the influence of alcohol and drugs. For those driving with a blood alcohol level above the legal limits, license suspension will be imposed for a maximum of three years. For repeat offenders, drinking is absolutely prohibited; they can only drive with 0 grams of alcohol per liter of blood. In addition, they will be required to install an alcolock, the device that prevents the engine from starting if it detects a blood alcohol level above zero (we talked about it here).
If drug use is confirmed, the license will be suspended for a period of 3 years.
New Drivers
Drivers will remain "beginners" for longer. To drive cars and vehicles that exceed the power limits indicated by the Code, one will have to wait until they have had their license for three years, no longer just one. Another new rule concerns minors under 21 caught driving without a license and under the influence of drugs: to obtain a license, they will have to wait until they are 24 years old.
Speed Limits and Parking
License suspension for those who exceed speed limits, with a duration linked to the license points of the offender. Seven days for those with between 10 and 19 points; 15 days of suspension for those with a maximum of 9 points. Those who exceed the limits more than once in urban areas are liable to a fine of over 1,000 euros.
Stricter penalties also for those who occupy parking spaces reserved for disabled people or leave their car near a bus stop.
E-Scooters
The crackdown on e-scooters, which are increasingly numerous on urban roads, could not be omitted. Helmets, license plates, and insurance become mandatory. Counter-flow traffic and circulation on sidewalks are prohibited, where wild parking will no longer be allowed either. Parking will only be permitted in areas designated by the Municipality.
