Publication in the Official Journal is still pending, but an agreement was reached on October 27th. The European Parliament and the EU Council have set 2035 as the definitive end to the sale of internal combustion engine cars. The future of cars in Europe will be zero CO2. This challenging goal will be achieved through two intermediate steps for reducing harmful emissions: a 25% reduction by 2025 and a 50% reduction by 2030, to then reach zero by 2035. There are no intermediate steps for small manufacturers - those producing 1,000 to 10,000 cars per year - who are only required to be ready for the final stop. "Niche" producers, however, are exempt: those who produce fewer than 1,000 cars per year can continue to build and sell petrol or diesel cars even after 2035.
From 2026, the Commission will "assess the progress made... and the possible need to modify the set targets, taking into account technological development." If e-fuels (synthetic fuels) and biofuels from renewable sources achieve zero emissions by 2026, the executive may consider possible exemptions or revisions.
The path to phasing out internal combustion engines began in July 2021, when the EU Commission presented "Fit for 55," a package of reforms designed to cut emissions (compared to 1990) by 55% instead of 40% by 2030. This plan is part of the Green Deal, the European Union's major plan for a profound review of energy and climate policies. A truly very ambitious goal.
The rotating presidency of the EU, with its Czech minister Jozef Síkela, expressed satisfaction with the agreement: "This agreement will pave the way for a modern and competitive automotive industry in the European Union. The world is changing, and we must stay at the forefront of innovation. I believe we can benefit from this technological transition. The established timetable makes the goal achievable even for manufacturers."
